It's actually the other way around. The decor should be based on the rug.

There are 3-4 dominate colours in any area rug. It's much easier to coordinate colours by choosing the rug first then by working backwards.
There are also 5-6 accent colours found in this designer rug. You can choose upholstery for the pillows for your couch/love seat based on these colours.
